SECTION 2. The Overtime rate (unless otherwise specified) of compensation, salary, wages of the following officers, appointees, and employees of the Municipal Courts of North Hanover Township, Wrightstown Borough and Chesterfield Township for Special Sessions and sessions under the Alcohol Education Rehab Funding are paid at the following overtime rate ranges:

SECTION 4. This Ordinance and the salaries herein are subject to all Federal Laws, rulings, and guidelines concerning prices and wages.
SECTION 5. This Ordinance shall take effect after its final passage and publication according to law and shall be effective as of January 1, 2020 or date of hire or appointment if after January 1, 2020.

All Resolutions listed on today’s consent agenda are to be considered as one vote by Township Committee and will be enacted by one motion. There will be no discussion of these items. If discussion is desired, that item will be removed from the consent agenda and considered separately.
2020-79 Resolution Authorizing the Budget to Read by Title Only

AUTHORIZE READING BUDGET BY
TITLE ONLY
WHEREAS, N.J.S.A. 40A:4-8, as amended by Chapter 95, P.L. 2015 provides that the Budget may be read by title only at the time of the Public Hearing if a Resolution is passed by not less than a majority of the full Governing Body, providing that at least one week prior to the date of hearing a complete copy of the Budget had been made available for public inspection and shall be made available to each person upon request.
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of North Hanover, in the County of Burlington and State of New Jersey, as follows:
1. The Township Committee, for the aforementioned reasons, hereby determines that the Budget shall be read by title only.

DISCUSSION

Municipal/Bowers Buildings bed clean up – The
estimate for clean-up was submitted.
After discussion, Deputy Mayor Doyle made a motion; seconded by
Committeeman Kocubinski to move forward.
All present were in favor by voice vote.

NJLM 2020 Conference – Clerk Picariello noted
hotel reservations were being accepted and cancellation was November 4th.
There was a consensus to book two nights at the Tropicana.

Deputy Mayor Doyle discussed the NBIAA
Softball-Baseball waiver and noted they are moving forward with their
season. He also noted that
the Township already canceled the younger groups.
Attorney Roselli noted revisions would be needed to the waiver
and he had several questions concerning North Hanover field use.
Deputy Mayor Doyle would explore and the discussion would be
relisted for next meeting.
Mayor DeBaecke noted North Hanover subsidizes our residents and stated
whiffle, T-Ball and rookie seasons have already been canceled and a
decision would be needed about the older children.
Attorney Roselli noted organizations are adding wording due to
the COVID-19. Deputy Mayor
Doyle noted that soccer was on hold for now due to social distancing
requirements and Twan Berben was monitoring the situation and would

Comments
from Mayor/Township Committee or CFO Mayor DeBaecke stated the budget was crafted without a taxable increase. He noted there was over $275,000 allocated for Capital Improvements and thanked everyone for their hard work and prudent spending. Committeeman O’Donnell was pleased that the budget was flat during unchartered waters. Clerk Picariello read a summary of revenues and appropriations into the record.

MUNICIPAL BUDGET
TOWNSHIP COMMITTEE “COMMENTS”
Mayor DeBaecke stated he was pleased with the budget.
He noted he was appalled at the death of George Floyd and was
hopeful justice would be served.
He noted he was saddened by the events in our Country.
PUBLIC PARTICIPATION Questions, comments or statements from members of the public in attendance.
Mayor DeBaecke opened the meeting to the public.
Mr. Wayne Voorhees – He inquired as to the activity in the vicinity of the Kucowski Farm. Mayor DeBaecke stated it was a staging area for the pipeline project and noted it was a private agreement that the Committee was surprised over. He was looking into the issues there. Mr. Voorhees noted he was unable to hear the sports discussion and Mayor DeBaecke gave an overview.
Ms. Carol Hardifer – 4 Teejay Terrace – Ms. Hardifer noted the neighbors should have been given a letter of notification and felt it was unjust to the neighbors. She also noted engine breaking and truck speeding was a problem. Mayor DeBaecke noted he would have the situation addressed and noted the staging area and project would be monitored. He also stated the Township did not received notification either and it was part of the pipeline approval. He stated the project was expected to last two years.

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
